Serial biker basher and Brunstrom's bitch and Acting Chief Constable Clive Wolfendale will complete his last working day with the force retiring after eight years of service with North Wales Police.
North Wales Police Federation Newsletter Focus-Link says:-
Chief Constable Richard Brunstrom and his Deputy Clive Wolfendale are retiring . Two prominent North Wales police officers have given their own not-altogether-complimentary farewells to the Force’s controversial chief officers.
Both Chief Constable Richard Brunstrom and his Deputy Clive Wolfendale are retiring in the coming weeks and in the latest edition of Focus-Link, the North Wales Police Federation Newsletter, Inspector Mark Davies, recently-elected chairman of the Inspectors’ Branch Board, takes a dig at the extra volume of work which has fallen on inspectors in recent years as a result of “Mr Brunstrom’s performance-led policing”, and the resultant pressure. He writes “ During Mr Brunstrom’s reign and despite policies that demand otherwise, in my opinion we seem to have developed a culture of blame and selfishness, where many (but not all) look out for themselves, whether that is identifying a scapegoat or taking credit for another person’s efforts. Is this Mr Brunstrom’s legacy or is this just the way society is developing? I shall have to wait and see.”
The PPP comments "The influence and style of both these men have been seriously bad for the people and the force in North Wales. Brunstrom's whole career in the senior levels has been a catalogue of disputes and back stabbings and he has used his position as an irrational, aggressive and abusive ego trip. Unfortunately this government have used him to develop and pursue their flawed policies in almost every aspect of policing from the target culture, with it's attendant spin doctoring and massaging of statistics to the guilty until you prove your own innocence penalty notice system for everything. It is easy to underestimate his perverse influence on our national road safety policy and justice system. BUT it will take years to undo the damage to our culture and the relationship between the Police and public.
Sadly the organisations representing the Police including ACPO, the Superintendents Association and the Police Federation have in most cases tacitly accepted his influence and behaviour. Very few officers have had the guts to stand up to him. Even Officers of equivalent rank ONLY criticised him anonymously. The Politicians of all parties, with a few notable exceptions, and the councils and Police Authority have also allowed his continuous abuse of the rules and his position.
The press have used his irrational behaviour and outbursts to fill pages of their papers almost verbatim from his PR dept. which kept them fed with cheap copy. Almost without exception they published it all without comment.
In the world outside North Wales, the place and the Force became a joke.
Only the PPP seemed to find this offensive and unacceptable. The Party for Wales actually pandered to Brunstrom's irrational excesses and swallowed his pseudo Welsh Nationalism which he used at every opportunity for his own ends. Again the Welsh members of the PPP seemed alone in finding this whole business puerile and offensive to real Welsh cultural interests. The PPP only exist because of Brunstrom and his policies aided and abetted in the background by Wolfendale another self serving and dangerous influence. At the first public meeting of the PPP they used childish means to infiltrate our organisation and threatening and abusive communications followed from Wolfendale and his subordinate fellow travellers.
Both, particularly Wolfendale, the Rapper !, have distorted the reality of race relations in North Wales and also the other diversity issues they are obsessive about primarily to cause conflict and further their careers, salaries and bonuses.
Finally the Federation have the guts to speak out when the damage is done... we do understand their problem, Brunstrom designed NWPFs system to penalise financially any officer who stood up to him but they had strength in numbers and much support in their customer base (which the federation & ACPO etc rarely recognises).
The Police Authority carry the major responsibility for the damage these officers have done. They gifted him the Job in the first place and they have stood by whilst he ran roughshod over their stupid protocols and did what ever he felt like doing or saying. Many of these laughably self styled watch dogs are still taking the money for not managing NWPF today. They should go with their proteges!
A detection is where the investigation of an offence has been resolved by way of Charge; Summons; Caution; Offences Taken into Consideration; Reprimand; Final Warning; or: A FIXED PENALTY NOTICE, so 65,000 speeding tickets issued in North Wales/year makes their detection rate look GOOD...what a SCAM
Speed Camera policy
Every open survey carried out by various organisations and the press and most of the press coverage indicates that the Speed Camera policy Nationally and particularly in North Wales is alienating the public from the Police.
It is also criminalising generally law abiding citizens. Many of the abuses are symptomatic of a Police state!! But the system allows non-police and un elected individuals to perpetrate these abuses
Most longstanding road research and historical and recent statistics show that it has failed to achieve it’s stated objectives. It has in fact seriously damaged the road safety culture in this country.
In so doing this policy has increased the frequency of fatal accidents and negated the gains from continuous improvements to roads and vehicle technology. The principle of hidden Police officers crouched down inside vehicles targeting only safe sections of our roads is ANATHEMA to the principles of open & honest co-operative community Policing.
The fact that long serving officers find this an acceptable activity emphasises the corrupting influence of financial incentives (now being considered in other areas of policing!) and the pernicious propaganda from those in charge.
The basic false premise of a self-financing Camera based high tech. System of road policing has generated a system of unaccountable quangos which abuse all aspects of the original rules and guidelines and the legal system and court procedures.
It is clear to all that, Richard Brunstrom as the architect of this failed system, is accountable for all it’s failings and abuses including several thousand additional deaths and many more serious injuries on our roads. We are in danger of making the same mistake with the overuse and wildly optimistic expectations of CCTV in our towns and cities Is the objective really to obtain video records of crimes, including murder rather than PREVENTION!. WE must learn the lesson from the failed SCAMERAs that are based on this scandalous principle!
Social and real financial costs
The Social and real financial costs to the population, families, businesses and the horrendous divisions created at all levels in society may never be known.
The system is so out of control that the SCAMERAs themselves do not appear to know (or care) where their cameras are, how many prosecutions there have been or who has been prosecuted. The investigation by the Times into the scandal in Essex only scratched the surface.
The abuse of the language such as ‘Safety’ Cameras & ‘partnerships’, ‘initiatives’, and the latest favourite of Brunstrom’s “reassurance” etc is also highly destructive of public confidence in the long term.
Eric Evans, who served for nine years as deputy chief constable said: “Mr Brunstrom’s remarks regarding the policing of North Wales and the manner of dealing with serious crime and criminals is deeply insulting and an affront to North Wales police officers of all ranks who were serving before he was appointed as chief constable. “At least now with his retirement the force will have the opportunity to come out of what has been a dark period of policing in North Wales, and the force can start once again to provide proper policing for the community rather than concentrate on target figures which have little relevance to the public.”
David Jones, Tory MP for Clwyd West and Shadow Minister for Wales, said:
“It’s a great pity that Mr Brunstrom couldn’t resist taking yet another sideswipe at the thousands of former North Wales police officers who served their force and their communities with such dedication. They were not an ‘English-speaking army of occupation’. The majority of them were local men and women; in the Welsh-speaking areas, in my experience, most of them were Welsh-speaking too. I know from talking to many of them that they feel very let down by this insult from Mr Brunstrom.”
A force spokeswoman said: “As Mr Brunstrom has left the organisation it would not be appropriate to comment.”
